Rebate programs can make your eco-friendly investments pay back even faster

In order to promote energy-efficient homes, Canada's federal and provincial governments have programs to help when you build, buy or renovate. (Even some municipal governments have rebate and grant programs.) Some aim at simply reducing your personal energy consumption. Here is a list of some of the programs available.

National programs

ecoENERGY Retrofit Program
Canadians looking to make their home more energy efficient can participate in this federal program, run by Natural Resources Canada. The program includes a home energy efficiency assessment (for which fees vary) outlining your home's energy use, in addition to a customized report. The report details the grant amounts that are available for making the upgrades, and categories for improvements include heating, cooling and ventilation systems, insulation and air sealing. EnerGuide
EnerGuide is a project developed by Natural Resources Canada that helps consumers learn how to make energy efficient choices when buying appliances or building their home. When constructing a home, an EnerGuide advisor will take a look at your house plans and provide energy saving advice (such as window and door efficiency).

Once your builder has finished construction, the advisor returns to the house to ensure the upgrades have taken place, performs a “blower door test” and gives an EnerGuide rating. Please visit Natural Resources Canada for more details.

Canada Mortgage and Housing Corporation
Through Canada's national housing agency, depending on the energy efficiency of your home (i.e. an R-2000 model or an EnerGuide for Houses rating of 77 or above) or a willingness to improve your home's energy efficiency, you may be eligible when using CMHC insured financing for the purchase of a property for a 10% mortgage loan insurance premium refund and extended amortization. Genworth Financial Canada: Energy-Efficient Housing Program
Those looking to buy an energy-efficient home (ie R-2000 or EnerGuide rated 77+) or those refinancing an existing home to make renovations to reduce energy costs with the assistance of Genworth Financial may now be eligible for a 10% premium refund. Provincial programs

QUÉBEC

Rénoclimat
Through Hydro-Québec, homeowners living in a home heated with electricity or a dual-energy system (Rate DT) may qualify for an assessment of their house, report on how to reduce energy expenditures and an EnerGuide rating for their home. If you significantly improve your home's energy efficiency (i.e. EnerGuide rating), you may be eligible for a grant from Hydro-Québec. Those who sign up for Rénoclimat are automatically enrolled in the ecoENERGY program from Natural Resources Canada, which also provides grants to those eligible.

Novoclimat
For those who build a home that is heated primarily with electricity and built to Novoclimat standards (i.e. one that is built using a credited Novoclimat builder and passes an inspection), you may be eligible for up to a $2,000 grant from Hydro-Québec. Same contact information as above.

Éconologis
This program runs from September until April and offers low-income home and apartment dwellers a free assessment (approx. 1.5 hrs) on how to improve their home's energy efficiency. Some of the repairs will be completed immediately after the assessment, depending on the amount of remaining. Call 1-866-266-0008 or visit www.aee.gouv.qc.ca

NEW BRUNSWICK

Efficiency NB Programs:

NB Energy Efficient New Homes Program
This program from Efficiency NB provides homeowners who have their homes built to EnerGuide 80 or R-2000 standards with financial assistance. Homeowners who qualify can apply for a Basic ($1,000), Central Heating (Electric - $2,000) or (Non-Electric - $3,000)) grant, plus an Energy Star package bonus (please see website for details). NB Existing Homes Energy Efficiency Upgrades Program
In order to qualify for this program, homeowners must have an ecoENERGY Retrofit Program home energy evaluation done first. The Efficiency NB program provides homeowners with a $100 coupon that can be put towards the cost of the ecoENERGY evaluation. Efficiency NB will provide either a grant of $2000 maximum or an interest-free loan of $10,000 maximum to qualifying New Brunswick homeowners who incorporate the recommended improvements that are outlined in the ecoENERGY Initial Evaluation report. Energy Efficiency Retrofit Program for Low-Income Households
Run together by the Department of Family and Community Services and Efficiency New Brunswick, this program offers low-income homeowners grants and loans. An initial energy evaluation is performed by an energy advisor and from that a list of improvements to reduce energy costs is provided. PRINCE EDWARD ISLAND

The PEI Energy Efficiency Loan Program
This program provides a loan of up to $10,000 for completion of the suggestions (excluding door and window upgrades) given in the ecoENERGY Energy Efficiency Evaluation Report. The PEI Energy Efficiency Grant Program
For those who implement the upgrades stated in the ecoENERGY Energy Efficiency Evaluation Report, this program provides a grant of up to $1,500 per household and equal to the amount of sales tax (PST and GST) to be paid on improvements (excluding window and door upgrades — please see program listed below for window and door grants). The PEI Energy Efficiency Windows and Doors Grant Program
Those who put in approved windows (Energy Star qualified for the PEI climate zone) and/or doors may be given a grant of $30 per installed window or door. The grant is for up to $500. Same contact information as above.

The PEI ecoENERGY Audit Assistance Program
This program provides the federal ecoENERGY Retrofit Homes Program pre- and post-retrofit energy assessments at a reduced rate for eligible homeowners (conditions apply). Same contact information as above.

The PEI ecoENERGY Audit Assistance Program for Low-Income Houses

SASKATCHEWAN

PST Exemption On New Energy-Efficient Household Appliances
On the sale of eligible Energy Star household appliances in Saskatchewan a PST exemption may apply at the point of purchase. To find appliances a list of approved appliances, visit Natural Resources Canada or Government of Saskatchewan. Call 1-800-667-6102

PST Exemption On New Energy Star Qualified Furnaces, Boilers and Heat Pumps
Energy Star qualified furnaces and boilers, as well as ground and air source heat pumps may be exempt from PST in Saskatchewan if bought or leased for an uninterrupted timeframe of a year or more. Programs from Saskatchewan Housing Corporation

Saskatchewan Home Energy Improvement Program
Offered until 2011, this program assists low to moderate-income homeowners financially with improving the energy efficiency of their homes through the Saskatchewan Housing Corporation, including such improvements as heating system upgrades and insulation. The program provides grants in addition to the grants offered in SaskEnergy's Saskatchewan EnerGuide for Houses Program and the federal ecoENERGY Retrofit Initiative. SaskEnergy's EnerGuide for Houses
Until March 31, 2011, with the Saskatchewan EnerGuide for Houses program, you may be eligible to receive a provincial grant of up to $5,000 on energy efficient upgrades you make to your home. In order to qualify, you must have a pre-retrofit evaluation done, complete the retrofits, and have post evaluation done within 18 months of the initial evaluation. Visit SaskEnergy.

SaskEnergy's Energy Star for New Homes
In association with the Ministry of Environment, SaskEnergy offers an Energy Efficient Rebate for New Homes. This program gives rebates to Saskatchewan residents who purchase or build a newly constructed energy efficient home after April 1, 2007 that is either R-2000 certified, Energy Star qualified, or has an EnerGuide for New Homes rating of 80 or more. Participants in this program may receive a maximum of $2,400 in rebates (please visit the website for the various rebate available). Same contact information as above.

NOVA SCOTIA

Solar Air Heating Rebate
Conserve Nova Scotia will give a 15% rebate (of up to $20,000) of the cost to install a solar air heating system. The system must be bought and installed after January 1, 2008 and before March 31, 2010 and be included in the list of acceptable systems from Natural Resource Canada. Solar Water Heating Rebate
Conserve Nova Scotia will provide a 15% rebate (of up to $20,000) for the cost to install a solar water heating system. NORTHWEST TERRITORIES

Energy Efficiency Incentive Program

ONTARIO

Solar Energy Systems Rebate Program
The Retail Sales Tax will be returned to those who buy and install eligible solar energy systems in their homes before January 1, 2010. This program also applies to those who enlarge or improve a solar energy system that they already have in their home. Visit the Ministry of Revenue.

Home Energy Retrofit Program
This program provides an additional grant of a maximum of $5,000 to those eligible for the federal ecoENERGY Retrofit Program grant. In addition, the government of Ontario will give back 50% of the cost of the initial audit (up to $150). Call the Ministry of Energy's INFO Hotline: 1-888-668-4636.

Ontario Power Authority Programs

Cool Savings Rebate Program
Ontario residents who already have a central heating and cooling system installed in their home and who make certain upgrades, including but not limited to the installation of a programmable thermostat or Energy Star qualified air conditioner, may be qualified for rebates totaling up to $550. In order to receive the rebate, the installation must occur between April 1, 2008 and December 31, 2008. Call the Ontario Power Authority: 1-877-797-9473 or visit Every Kilowatt Counts.

The Great Refrigerator Roundup
Residents of Ontario may book an appointment to have their energy guzzling second refrigerator picked up at no charge and safely disposed of. Residents who have a full-sized refrigerator or freezer that fits the specifications outlined online will also qualify to have any other appliances that appears on the “Secondary Appliance” list picked up. peaksaver
Certain LDCs (local electricity distribution companies) in Ontario are offering the peaksaver program, which is available to those with central air conditioning. To become a participant in the program, agree to let your LDC install a device that will permit them to briefly reduce the central air conditioning electricity usage during peak demand times. Participants will receive a $25 incentive either as a credit on your bill or as a cheque received in the mail, depending on your LDC. Same contact information as above.

Enbridge: Programmable Thermostat $15 Rebate
A credit of $15 may be applied to the Enbridge Gas Distribution account for those who have natural gas heating systems and who purchase a programmable thermostat. To qualify, mail in the rebate coupon and a copy of the receipt to Enbridge on or before October 14, 2008.

Enbridge: $50 Water Heater Rebate Offer
Enbridge customers who replace their existing non-natural gas water heater with a natural gas water heater may be eligible for a $50 rebate. Enbridge: Energy Star High-Efficiency Natural Gas Heating System $100 Rebate
Customers who upgrade their heating system to an Energy Star high-efficiency natural gas heating source may qualify for a $100 rebate applied to their Enbridge account. YUKON

Yukon Housing Corporation Programs

Home Repair (HRP) and Home Repair Enhancement (HRE) Programs
Eligible homeowners who participate in the HRP and HRE programs who make improvements to upgrade the energy efficiency of their homes may qualify for an interest free loan of up to $35,000. Call 1-800-661-0408 ext. 5759 or visit Yukon Housing Corporation.

Alternate Energy Systems
Those who put in alternate energy systems in their home may be eligible for a loan of a maximum of $30,000. Same contact information as above.

Home Energy Evaluations
Eligible homeowners who complete repairs and upgrades suggested in a home energy evaluation may qualify for a maximum grant of $400. Same contact information as above.

GreenHome Incentive
Those participating in the Home Repair Program will work with a Technical Officer from the Yukon Housing Corporation to certify their home to GreenHome standards. Once this certification is approved, the homeowner is eligible for a grant of up to 5% of the cost of each energy related upgrade (to a maximum of $1,750). Same contact information as above.

GreenHome Incentive for New Dwellings
Those building their home to GreenHome standards may be eligible for a $4,500 grant to cover construction costs, in addition to $750 for expenditures including design, inspections, building permits and certification. Same contact information as above.

MANITOBA

Manitoba Hydro Programs

Power Smart Home Insulation Program
This program offers rebates to qualifying Manitoba Hydro homeowners who add insulation to their homes. Please visit the website for a list of rebate amounts and conditions. Call 1-888-MBHYDRO (1-888-624-9376).

Power Smart Lower Income Energy Efficiency Program
Eligible Manitoba Hydro lower-income homeowners qualify for a free energy evaluation of their home, as well as common items to help save energy, such as compact fluorescent light bulbs and low flow showerheads. In addition, the home energy evaluation might identify other items such as insulation improvements and furnace upgrades, which will be either completely or partially covered by Manitoba Hydro and ecoENERGY Retrofit Program grants. Power Smart Residential Loan
Manitoba Hydro homeowners can borrow between $500 and $7,500 to improve the energy efficiency of their home. The loan covers various energy efficiency upgrades including the addition of insulation and window and door replacement. Please see website for more details and conditions. Residential Earth Power Loan
Manitoba Hydro customers who install a geothermal heat pump in their homes may be eligible for a loan of up to $20,000 from Manitoba Hydro. To qualify, the heat pump must be designed and installed by a certified contractor who is accredited by MGEA or the CGC. To apply, please contact a contractor. Same contact information as above.

Appliance Program
For Manitoba Hydro customers, energy efficient appliances that meet Power Smart standards may qualify for a rebate, for a limited time. Visit the website for more conditions and a list of mail-in rebates for Energy Star qualified clothes washers and Energy Star qualified chest freezers. 2008 Residential High Efficiency Natural Gas Furnace and Boiler Replacement Rebate Program
If purchased and installed between April 1, 2008 and December 31, 2008, Manitoba Hydro customers who swap their natural gas furnace with an approved high efficiency natural gas furnace or natural gas boiler are eligible for a rebate of $245 on their Manitoba Hydro natural gas bill. Manitoba Hydro homeowners who provide self-assessed information for this survey will receive a personalized report detailing suggestions on how to improve the energy efficiency of their home. Online Home Comfort & Energy Assessment
Customers of Hydro Manitoba that complete this online assessment by self-reporting information will receive a personalized report detailing how to improve the energy efficiency of their home. In order to participate in this free assessment, participants must have lived in their home for at least a year. Same information as above.

NUNAVUT

Nunavut Housing Corporation Programs

Homeowner Energy Efficiency Rebate Program
This program from the Nunavut Housing Corporation provides qualified homeowners with up to $1,000 in financial assistance (a 50% rebate of eligible costs) for such energy efficient improvements as: energy efficiency repairs, a home energy audit, and the purchase of major appliances that are energy efficient. Home Renovation Program
For qualified homeowners who meet lower-income specifications among other requirements, $15,000 is available through the Nunavut Housing Corporation to improve the energy efficiency of your home. BRITISH COLUMBIA

LiveSmart BC: Efficiency Incentive Program
This newly established Government of British Columbia program provides financial incentives, in addition to the $5,000 federal ecoENERGY Retrofit grant, to those looking to improve their home's energy efficiency, including home energy evaluations and upgrades. BC Hydro: Fridge Buy-Back Program
For those who own a 10-24 cubic feet refrigerator that is in working condition, BC Hydro has an offer to collect the fridge, recycle it, and pay you $30. A maximum of two fridges per BC Hydro customer account will be collected. Call 604-881-4357 or 1-866-516-4357 outside the Lower Mainland.

BC Hydro: Analyze My Home

Homeowners can complete this online tool to help understand their energy expenditures.

Information provided includes facts on what it costs to run major appliances, an analysis of your energy use divided by utility types, heating system costs, and customized advice on how to save energy. The survey can be finished in about 30 minutes, and is free of charge to BC Hydro customers. Same information as above.

Calgary:

City of Calgary: Residential Toilet Replacement Program
Residents who replace their existing toilet with an eligible low flow toilet may receive a $50 rebate. This offer is for residential metered customers only and the toilet must have been purchased after September 1, 2003 in order to qualify. Please visit the website for more details. Edmonton:

CO2RE (Carbon Dioxide Reduction Edmonton) and High Efficiency Furnace Rebate Program
Homeowners in the City of Edmonton who upgrade their furnace with an eligible Energy Star qualified furnace through the ecoENERGY Retrofit Program offered federally may receive a $500 high efficiency furnace rebate from CO2RE. There is no need to apply for this program, as CO2RE will be automatically informed by Natural Resources Canada of those who are approved, and those who qualify will be mailed a cheque with the rebate. CO2RE (Carbon Dioxide Reduction Edmonton)

Low Income Household High Efficiency Furnace Rebate Program
In association with the federal Residential Rehabilitation Assistance Program (RRAP), CO2RE will cover the approximately $2,000 cost of installing an approved Energy Star qualified furnace. If you are eligible for a rebate, you do not need to apply, as your City of Edmonton RRAP Officer will provide CO2RE with the required documentation. New Home Builders' Rebate
The City of Edmonton is offering various rebates to new home builders who achieve R-2000 or Built Green certification. Visit the website for details about the varying rebates available, based on single detached and multi-family houses. Same contact information as above.

Town of Bouctouche (New Brunswick)
Residents in the Town of Bouctouche who follow the steps of the NB Energy Efficient New Homes Program (see Provincial Programs for more details), may be eligible for a refund of their home's building permit costs. TAPS
This program is run by QTAPS and Enbridge Gas Distribution Inc. Homeowners residing in various cities throughout Ontario who heat their homes with natural gas may receive free delivery and set up of low-flow showerheads (maximum of 2 per customer), aerators for kitchen and bathroom taps, and water pipe insulation material. Toronto

City of Toronto: Residential Washer Rebate
Residents of Toronto, who either own or rent a residence and who buy an approved new high-efficiency front-loading washer, may be eligible to receive a $60 rebate. Please call or visit the website to find out appliances that are eligible and for more details: 416-392-7000.

City of Toronto: Residential Toilet Replacement Program
Residents of Toronto who either rent or own and replace their existing toilet (with a flush volume of at least 13 litres) with an eligible water-saving toilet may receive a $60 to $75 rebate. Peel Region

Residential Toilet Replacement Program
The Region of Peel is offering rebates of $60 to residents who replace inefficient toilets with new models approved by Peel Region and rebates of $100 for the installation of high efficiency toilets that flush with 4.8 litres or less. Sunshine Coast Regional District (In British Columbia)

SCRD Bathroom Fixture Replacement Program
SCRD water customers can email lowflow@scrd.ca to apply for a free bathroom fixture replacement. The program is available for up to two bathrooms per household and includes replacement of old toilets with efficient models, 2 high efficiency showerheads and a faucet aerator, all installed for free. SCRD

Low Flow Toilet Rebate Program
SCRD water customers who replace their old 13+ litre flush toilet with an eligible CSA approved 6 litre toilet may receive a $200 rebate. There is a maximum of two rebates per household. Please see website for more details. Same contact information as above.

FortisBC (communities in South Central BC)

Home Improvement Program
Customers of FortisBC or one of the following municipal utilities: Grand Forks, Kelowna, Penticton, Summerland or Nelson Hydro, who heat their homes electrically may be eligible for a free energy efficiency audit. Through this program, you can qualify for rebates on heating and cooling energy-efficiency items, including Energy Star windows and insulation. To request an audit, visit their website.
